I understand you are reluctant to reinstall. But that won't fix it unless you blow away the bookmark.nsf file.
Try this, it won't cause you any grief. Stop your Notes client, rename bookmarks.nsf to bookmarks.nsf.backup, then restart Notes, you will find your problem is solved. If not, you can just go back to your old bookmark file. I wouldn't wait for Lotus to fix it because I do not see this issue listed in their FixList Database.
Tip: In Windows, turn off the option to hide known file extensions (silly "feature"), otherwise you will not be able to tell bookmark.nsf from bookmark.ntf which you DON'T want to delete.
